<br> <br> Nach drei Wochen Verhandlungen unterzeichneten Kanzlerin Angela Merkel (CDU), FDP-Chef Guido Westerwelle und der CSU-Vorsitzende Horst Seehofer den Koalitionsvertrag am 26. Oktober in Berlin gemeinsam mit den Fraktionsspitzen. Nachfolgend ein kurzer Überblick über die wichtigsten Vereinbarungen in Sachen Klimaschutz, Energieeffizienz, Erneuerbare Energien sowie Kohle- und Atomkraft. <br> <br> <strong><span style='font-family:"Arial","sans-serif"'>Klimaschutz</span></strong><br> Union und FDP streben an, die Erderwärmung auf maximal zwei Grad Celsius zu begrenzen und Deutschlands Vorreiterrolle beim Klimaschutz beizubehalten. Außerdem sollen die Treibhausgas-Emissionen bis zum Jahr 2020 um 40 Prozent gegenüber 1990 gesenkt werden. Auf europäischer Ebene wollen sich Union und FDP für ein &quot;weltweites anspruchsvolles Klimaschutzabkommen&quot; einsetzen und die Entwicklungsländer beim Kampf gegen den Klimawandel und bei der Bewältigung seiner Folgen stärker unterstützen. <br> <br> <strong><span style='font-family:"Arial","sans-serif"'>Erneuerbare Energie und Energieeffizienz</span></strong><br> Spätestens innerhalb des kommenden Jahres soll ein neues Energiekonzept vorgelegt werden, das szenarienbezogene Leitlinien für eine saubere, zuverlässige und bezahlbare Energieversorgung formuliert. Erneuerbare Energien sollen den Hauptanteil an der Energieversorgung übernehmen. Deshalb soll der Ausbau erneuerbarer Energien weiter gefördert und auf eine Reduzierung der EEG-Vergütung für modulare Anlagen, die vor dem 1.1.2009 in Betrieb waren, verzichtet werden. Mit Wirkung zum 1.1.2012 soll eine EEG-Novelle auf den Weg gebracht werden, die die Wettbewerbsfähigkeit der jeweiligen Technologie wahrt. Die Energieeffizienz soll weiter erhöht werden. <br> <br> <strong><span style='font-family:"Arial","sans-serif"'>Kohle- und Atomkraft</span></strong><br> Union und FDP planen, auch weiterhin den Bau von Kohlekraftwerken zu ermöglichen, halten dabei am vereinbarten Ausstieg aus dem subventionierten Steinkohlebau fest. Ebenfalls halten Union und FDP an der Kernenergie als &quot;Brückentechnologie&quot; fest. Andernfalls könne Deutschland seine Klimaziele, erträgliche Energiepreise und weniger Abhängigkeit vom Ausland nicht erreichen. Sie sprechen sich deshalb für eine Verlängerung der Laufzeiten deutscher Atommeiler aus. Eine entscheidende Rolle für den Betrieb sollen dabei die Sicherheitsstandards spielen. Genaue Regelungen zu den Voraussetzungen für eine Laufzeitverlängerung haben Union und FDP bisher noch nicht festgelegt, genauso wenig, ob diese begrenzt sein soll oder nicht. Zugleich haben Hunderte von Kindern und Jugendlichen in Unterrichtseinheiten und Versuchen gelernt, wie Energiesparen im Alltag funktioniert. Aufgrund dieses Erfolgs beabsichtigen der Magistrat der Stadt Bremerhaven, Seestadt Immobilien und die Klimaschutzagentur Bremer Energie-Konsens das erfolgreiche Projekt weiter zu führen. Seit dem Beginn des Projektes im Jahr 1999 haben die beteiligten Schulen insgesamt rund 1,75 Millionen Euro an Energie- und Wasserkosten eingespart. Neben Verhaltensänderungen haben auch bauliche und technische Maßnahmen dazu beigetragen, den Verbrauch zu reduzieren. Allein im vergangenen Schuljahr 2008/2009 haben die Schulen ihren Heizenergieverbrauch um etwa 3 Millionen kWh senken können, an Strom wurden circa 123.000 kWh eingespart, an Trinkwasser ungefähr 2.000 m³. So konnten rund 542.000 kg CO2 vermieden werden. Eingeladen hatte die Klimaschutzagentur Bremer Energie-Konsens. Ziel von Build with CaRe ist es, Techniken, politische Handlungsoptionen und Marketingmöglichkeiten für energieeffizientes Bauen voranzubringen. Durch den europäischen Austausch soll ein Austausch der Herangehensweisen an das Thema ermöglicht werden. Der Name Build with CaRe leitet sich dabei einerseits aus Carbon Reduction (CaRe) und andererseits dem Bauen mit Sorgfalt (englisch: care) ab. Ein Bremer Ansatzpunkt, der bei den internationalen Gästen auf besonders großes Interesse stieß, war der &quot;bauraum bremen&quot;. Beim Car-Sharing nutzen mehrere Personen gemeinsam ein Auto. Es kann eine kostengünstige Alternative zum eigenen Auto sein: Stellplatz- oder Garagengebühren entfallen, es entstehen für jeden Fahrer geringere Fixkosten für Wartung, Steuer und Versicherung als bei einem eigenen Fahrzeug. Die Umwelt profitiert ebenfalls, denn ein Car-Sharing-Wagen ersetzt im Durchschnitt fünf Autos, wodurch insgesamt weniger Pkw unterwegs sind. <br> <br> Das soll nicht nur der Umwelt zugute kommen, sondern auch ein Ansatz sein, das zunehmende Parkplatz-Problem zu lösen. Dadurch, dass bisher rund 5.000 Bremer vom Car-Sharing Gebrauch machen, konnten umgerechnet etwa 1.000 PKW ersetzt werden, heißt es im Aktionsplan. Laut Bundesverband CarSharing steht ein Auto rund 23 Stunden am Tag ungenutzt herum und blockiert gerade in den Städten wertvolle Flächen.
