Juli um 16 Prozent zu kürzen  auf Freiflächen wirkt sich die Entscheidung erst zum Oktober aus. Vollständig gestrichen werden die Fördermittel für Anlagen auf reinen Ackerflächen. Grund für die Kürzungen: Im vergangenen Jahr waren die Preise für Solarmodule stark gefallen, die Vergütung hingegen nur leicht. Dies habe zu einer Überförderung und zu wirtschaftlichen Fehlanreizen geführt, begründete Bundesumweltminister Dr. Norbert Röttgen nach einer Kabinettssitzung in Berlin. Politiker und Betroffene aus der Solarbranche verhandeln derzeit über einen Kompromiss. </span></strong><b><br> <br> </b>Ab Juli erhalten Eigenheimbesitzer 33 anstatt 39 Cent je eingespeister Kilowattstunde. Zum Jahresanfang war die Förderung bereits um neun Prozent verringert worden. Ab Oktober werden die Subventionen für Solaranlagen auf Freiflächen um 15 Prozent gekappt. Auf die drei Monate längere Frist hatte sich die Koalition im März in ihrem Gesetzesentwurf geeinigt, der im Laufe dieser Woche diskutiert werden soll.&nbsp;Auf sogenannten Konversionsflächen  Mülldeponien, alten Industriebrachen oder Militärgeländen  fällt die Senkung mit elf Prozent etwas geringer aus. <br> <br> Der Entschluss der Koalition stößt in der Branche und bei der Mehrheit der Verbraucher auf Kritik. Rund 84 Prozent der Deutschen sind gegen die vom Bundesumweltminister geplante, deutliche Absenkung der Solarstromförderung. Das ist das Ergebnis einer repräsentativen Umfrage, die Infratest dimap im Auftrag des Bundesverbandes Solarwirtschaft e.V. (BSW-Solar) durchgeführt hat. Die Umfrage zeige, dass eine überwältigende Mehrheit mit den drastischen und völlig übereilten Kürzungsplänen des Bundesumweltministers nicht einverstanden sei, sagte Carsten Körnig, Geschäftsführer des BSW-Solar. <br> <br> Auch der Bundesverband der Erneuerbaren Energien (BEE) fordert, die Absenkung deutlich zu entschärfen. Demzufolge sei eine Reduzierung im einstelligen Bereich für die Hersteller verkraftbar. Der Entschluss der Koalition überfordere jedoch die Solarindustrie und gefährde einige tausend Arbeitsplätze, sagte Dietmar Schütz, Präsident des BEE, im Interview mit der Bremer Energie-Konsens.&nbsp;Anders sehen das Thomas Grüter, Geschäftsführer des Bremer Unternehmens Prisma Neue Energie GmbH, und Dr. Holger Krawinkel, Leiter des Fachbereichs Bauen, Energie und Umwelt des Bundesverbandes der Verbraucherzentrale. Ihrer Meinung nach wird die Branche trotz gekürzter Solarförderung weiterhin einen Wachstumstrend verzeichnen. Insbesondere kleinere Anbieter werden Probleme haben, dem Kostendruck standzuhalten und es wird voraussichtlich zu Konsolidierungen kommen. Deshalb sollte eine Kürzung mit Augenmaß erfolgen. Aus unserer Sicht wäre eine Senkung im einstelligen Bereich für die Branche verkraftbar. <br> <br> <em><span style='font-family:"Arial","sans-serif"'>Thomas Grüter:</span></em> Es wird ein gesunder Wettbewerb unter den Herstellern entstehen. Das wiederum belebt den Markt und wirkt sich positiv für die Verbraucher aus. Generell denke ich, dass der Ausbau erneuerbarer Energien nicht gehemmt wird. Im Gegenteil: Auch wenn die Solarförderung komplett eingestellt werden würde, bliebe die Anschaffung einer Photovoltaik-Anlage weiterhin attraktiv. Indem die Besitzer ihren eigenen Strom produzieren, wären sie unabhängig von den Stromerzeugern und blieben dadurch die kommenden 20 Jahre von Preiserhöhungen unberührt. <br> <br> <em><span style='font-family:"Arial","sans-serif"'>Dr. Holger Krawinkel:</span></em> Die Renditen der Investoren werden auch dann ausreichend sein. Bei den meisten Modulherstellern werden die Auswirkungen ebenfalls gering ausfallen, da die Preise aufgrund des internationalen Wettbewerbs bereits im vergangenen Jahr stark gesunken sind. Beim Handwerk und Handel hat die starke Nachfrage im vergangenen Jahr zu höheren Renditen geführt. Bis zum Inkrafttreten der Kürzungen wird es noch einmal zu einer deutlichen Absatz- und Preissteigerung von Photovoltaik-Anlagen kommen, wovon vor allem Handwerk und Handel profitieren werden. Unmittelbar nach der Absenkung werden die Preise wieder fallen, wodurch die Nachfrage wieder anziehen wird. <br> <br> <em><b><span style='font-family:"Arial","sans-serif"'>Was bedeutet die Kürzung insbesondere für die Region Bremen-Oldenburg?</span></b></em><br> <br> <em><span style='font-family:"Arial","sans-serif"'>Grüter:</span></em> Die Einspeisevergütung ist bislang jedes Jahr um etwa fünf Prozent gesunken, und trotzdem verkaufen wir von Jahr zu Jahr mehr Photovoltaik-Anlagen. Besonders in den vergangenen Jahren ist ein steigender Trend zu bemerken, und das wird auch künftig so bleiben. Gerade im Stadtgebiet Bremen und insbesondere bei den mittelständischen Industrie- und Handelsbetrieben ist erhebliches ungenutztes Potenzial vorhanden. Wenn die Bremer Unternehmen die Sonne als Energiequelle stärker nutzen würden, dann könnten sie zum einen die Energiekosten senken und zum anderen die Umweltschutzziele der Regierung unterstützen. <br> <br> <em><span style='font-family:"Arial","sans-serif"'>Schütz:</span></em> Im Norden ist die Sonneneinstrahlung geringer als in Süddeutschland, so dass der Ertrag einer Anlage ohnehin niedriger ausfällt und weniger Spielraum für die Finanzierung besteht. KG aus Bremerhaven ist Gewinner des  preis umwelt unternehmen: Nordwest 2009. Auch der Sonderpreis Energie, der von der Klimaschutzagentur Bremer Energie-Konsens ausgelobt wird, ging an den Bremerhavener Motorenbauer. Im Wettbewerb um vorbildliche Unternehmenslösungen, die nachhaltig zu Ressourcenschonung, Energieeffizienz und zum Klimaschutz beitragen, wurden im Neuen Schauspielhaus Bremen die mit insgesamt 60.000 Euro dotierten Preise vergeben. In der Kategorie Logistik setzte sich die Paneuropa-Rösch GmbH aus Vechta mit dem Projekt  Intermodale Kühlverkehre als ökonomisch-ökologische Transportlösung gegen die Konkurrenten durch. Das Rennen in der Kategorie Partnerschaft machte die Kutec GmbH &amp; Co. Rund 50 Teilnehmer folgten der Einladung und ließen sich von Dr. Cornelis Rasmussen, dem Geschäftsführer der Klimaschutzagentur Bremer Energie-Konsens und Prof. Dr. Herbert Kubicek vom Institut für Informationsmanagement Bremen das Beteiligungsprojekt vorstellen. Mit der Teilnahme an dem zweijährigen Projekt versprechen Bremer Bürger mindestens 2% CO2 pro Jahr einzusparen. In Workshops erfuhren die interessierten Besucher der Auftaktveranstaltung, wie die individuelle CO2-Bilanzierung </span><span style='font-size:10.0pt; font-family:"Arial","sans-serif";mso-fareast-font-family:Calibri; color:black;mso-fareast-language:EN-US'>in den Bereichen Wohnen, Mobilität und Konsum </span><span style='font-size:9.0pt;font-family:"Arial","sans-serif"; mso-fareast-font-family:"Times New Roman";color:black'>zu handhaben ist und welchen Nutzen sie hat. Zu der Baufachmesse kamen gut 10.000 Besucher, die sich bei 220 Ausstellern aller Gewerke und rund 50 Fachvorträgen umfassend beraten lassen konnten. Ende Februar konnten sich modernisierungswillige Hausbesitzer erneut schlau machen: Auf den 17. Bremer Immobilientagen erfuhren sie alles zum Leistungsspektrum der beiden Initiativen der Bremer Energie-Konsens und erhielten umfassendes Infomaterial. Einen Überblick über die Altbausanierung bot die Klimaschutzagentur mit dem Vortrag &quot;Vom Altbau zum Sparbau&quot;. <br> <br> Als nächste Station wird die BreNor vom 16. bis zum 18. April angesteuert. Dort können die Messebesucher abermals alles über Gebäudeenergieberatungen und Fördermöglichkeiten an dem Infostand von Bremer Modernisieren erfahren. Das Mekka für sanierungsfreudige Bremerinnen und Bremer dürften schließlich die diesjährigen Bremer Altbautage am 24./25. April sein: Im BLG-Forum werden rund 100 Aussteller aus den Bereichen Planung, Beratung, Handwerk, Handel und Hersteller das Thema energetische Altbaumodernisierung umfassend beleuchten. Fester und bewährter Bestandteil ist auch bei den 4. Durch einen cleveren Umgang mit Energie schützen Gewerbetreibende nicht nur die Umwelt, sondern sparen zudem Kosten. In diesem Sinne eröffnete auch Umweltsenator Dr. Reinhard Loske am 9. Februar das i2b meet-up  Energie/Umwelt . Sein Vorschlag: den Begriff Energieeffizienz durch den Ausdruck Energieintelligenz zu ersetzen. Rund 300 Gäste nahmen an der gemeinsamen Veranstaltung des Netzwerks i2b und der Wohnungsbaugesellschaft GEWOBA teil. Im Rahmen der Veranstaltung diskutierten vier Experten über die Energiethematik im Wohnungsbau sowie Möglichkeiten der Energiekosteneffizienz in Unternehmen. Global gesehen liegt jedoch der zweitwärmste Winter seit Beginn der Messungen hinter uns. Ein zusätzliches Indiz dafür, dass der Klimawandel weiter voranschreitet. Zu diesem Ergebnis kamen die Experten auf dem fünften ExtremWetterKongress, der vom 4. bis 6. März im Klimahaus Bremerhaven stattfand. <br> <br> Mit rund 800 Teilnehmern verzeichnete der Kongress am letzten Tag einen Besucherrekord. Laut Veranstalter Frank Böttcher, Leiter des Instituts für Wetter- und Klimakommunikation, spreche dies für die gestiegene Bedeutung der Inhalte in der Öffentlichkeit. Ein Schwerpunkt waren die Themen Extremwetter und Klimawandel in den Ballungsräumen. Dem Deutschen Wetterdienst zufolge werde in den Ballungsräumen die Zahl der heißen Tage mit über 30 Grad zunehmen. Vor allem in eng bebauten Gebieten steige die Belastung und damit auch die Gesundheitsgefahren. Wie die Universität mitteilte, stelle man damit die Weichen für die Weiterentwicklung der Oldenburger Energieforschung. Erster Professor auf dem neuen Lehrstuhl ist ab April 2010 Martin Kühn, der bisher in Stuttgart und Delft Windenergie lehrte. <br> <br> Dank langjähriger Erfahrungen in der Windenergieforschung ist der Fachmann mit der internationalen Windenergiebranche bestens vertraut. Das soll sich ändern: Ab Anfang April soll es den umweltfreundlichen Treibstoff auch im nördlichsten Bremer Stadtgebiet geben. Standort wird die Aral-Tankstelle in der Bremerhavener Heerstraße. Wie in Findorff, Osterholz und der Neustadt soll dort Bio-Erdgas gezapft werden, das aus organischen Lebensmittelresten und Abfallstoffen sowie Gülle gewonnen wird. <br> <br> Die swb und der Vertriebspartner EWE wollen in wenigen Wochen den Betrieb der Tankstelle im Rahmen der  Bremer Offensive: Das Erdgasfahrzeug aufnehmen. Ziel des Förderprogramms ist es, mehr Bremer und Bremerhavener zum Umstieg auf Erdgas zu bewegen. Zudem reagiert die Bremer Offensive mit diesem Schritt auf eine rasante Verbreitung der Technologie. In den vergangenen fünf Jahren hat sich die Zahl erdgasbetriebener Autos deutschlandweit von 28.000 auf 85.000 verdreifacht. <br> <br> In Bremen entscheiden sich durchschnittlich 60 Autofahrer pro Jahr für den Umstieg auf Erdgas. Die Absatzzahlen an Bremens Erdgastankstellen steigen jährlich ungefähr um 30 Prozent. Zu diesem Ergebnis kommt der Bundesverband Erneuerbare Energien (BEE). So stieg die Energiebereitstellung für Strom und Wärme gegenüber dem Vorjahr um 10,8 Milliarden Kilowattstunden. Damit erreichten die Erneuerbaren einen Anteil von 10,6 Prozent am Gesamt-Energieverbrauch. In 2008 machten sie 9,5 Prozent aus. <br> <br> Am stärksten legten die erneuerbaren Energien im Wärmesektor zu. Hier stieg der Anteil auf 9,6 Prozent gegenüber 7,9 Prozent im Vorjahr.&nbsp; Der Ökoenergie-Anteil am Stromverbrauch stieg von 15,1 auf 16,1 Prozent. Derzeit trage die geplante Kürzung der Solarförderung&nbsp; jedoch zur Verunsicherung der gesamten Branche der erneuerbaren Energien bei und stelle die Investitionssicherheit in Frage, so BEE-Geschäftsführer Björn Klusmann. Demnach sollen stromfressende Produkte gänzlich vom Markt verschwinden und das Bewusstsein für umweltfreundliche Alternativen geschärft werden. In diesem Jahr nimmt der europäische Gesetzgeber vor allem folgende Produktgruppen unter die Lupe: IT, Kühl- und Gefriergeräte, Waschmaschinen, TV-Geräte und Haushaltsbeleuchtung. <br> <br> Ein Überblick: Im Mai wollen die EU-Mitgliedsstaaten über mögliche Ökodesign-Anforderungen unter anderem für <strong><span style='font-family: "Arial","sans-serif"'>Computer</span></strong> und Monitore abstimmen. Laut BUND werden sich bis 2020 die Verkaufszahlen von Computern wahrscheinlich verdoppeln. Dies bedeutet EU-weit einen zusätzlichen Stromverbrauch von 20 Terawattstunden bei gleichbleibendem Trend. <br> <br> Zu den größten Stromfressern im Haushalt gehören <strong><span style='font-family:"Arial","sans-serif"'>Kühl- und Gefriergeräte</span></strong>. Der Richtlinie zufolge müssen ab Juli 2010 Modelle, die der derzeitigen Klassifizierung B, C und niedriger entsprechen, vom europäischen Markt genommen werden. Zwei Jahre später folgen Geräte der Effizienzklasse A. Ab 2014 markiert dann die derzeitige Klasse A+ den Mindeststandard. Ähnlich sieht es bei <strong><span style='font-family:"Arial","sans-serif"'>Waschmaschinen</span></strong> aus: Ab Juli 2010 sind Geräte, die nicht den Kriterien der Effizienzklasse A entsprechen, für den EU-Markt tabu. <br> <br> August 2010 ist für Hersteller von <strong><span style='font-family:"Arial","sans-serif"'>TV-Geräten</span></strong> der Zeitpunkt, ab dem sie nur noch Produkte auf den EU-Markt bringen dürfen, deren Energieeffizienz über dem Marktdurchschnitt von 2007 liegt. Für Beleuchtung gilt: Im September 2010 wird nach der 60 Watt-Glühlampe, auch 75 Watt-Lampen der Weg in den EU-Markt versperrt werden. Das hat eine Umfrage des Instituts für sozial-ökologische Forschung unter 1.008 Sanierern von Ein- und Zweifamilienhäusern ergeben. Demnach sind über 60 Prozent der Befragten der Meinung, ihr Gebäude sei nun in einem guten Zustand und halten weitere energetische Maßnahmen für überflüssig. <br> <br>  Oft werden nur einzelne Sanierungsmaßnahmen durchgeführt, die lediglich einen Anfang darstellen und ausbaufähig sind  das ist den wenigsten bewusst , sagt der Leiter der Studie, Dr. Immanuel Stieß. Unzureichende finanzielle Mittel stehen den Umfrageergebnissen zufolge nicht im Vordergrund. Mangelndes Problembewusstsein, ungenügende Kenntnis über vorhandene Sanierungsmöglichkeiten sowie die fehlende Bereitschaft, einen Kredit für die Sanierung aufzunehmen, sind Hauptgründe für die geringe Menge an umgesetzten&nbsp; energetischen Maßnahmen. Zudem fühlen sich viele Hausbesitzer aufgrund der aufkommenden Fragen überfordert. <br> <br> Die Studie teilt Hausbesitzer in fünf Gruppen ein. Diese reichen vom  desinteressiert Unwilligen bis hin zum  überzeugten Energiesparer . In Zukunft müsse es laut Stieß verstärkt darum gehen, maßgeschneiderte Lösungen für die unterschiedlichen Zielgruppen zu entwickeln. Die vorhandenen Gebäudesanierungsprogramme würden bei vielen Hausbesitzern nicht ankommen. Das Forscherteam will die Forschungsergebnisse in naher Zukunft weiter ausarbeiten und Gespräche mit Experten führen, um passende Maßnahmen zu entwickeln.
