Deutlich wird dabei: Neben globalen Abkommen wird es darauf ankommen, dass möglichst viele Menschen in allen Lebensbereichen aktiv werden. Während in Kopenhagen noch um den richtigen Weg gerungen wird, wurde in Bremen schon gehandelt: Der Bremer Senat hat am Dienstag das <a href="#a_klima"> Klimaschutz- und Energieprogramm 2020 </a>verabschiedet. Die Hansestadt verpflichtet sich darin, bis 2020 seinen CO2-Ausstoß gegenüber 1990 um 40 Prozent zu verringern. Viele klimapolitisch aktive Bremerinnen und Bremer sind zudem nach Kopenhagen gefahren  unter ihnen Umweltsenator Dr. Reinhard Loske und BUND-Klimaschutzreferentin Katja Muchow. Ziel der Konferenz ist ein globales Nachfolgeabkommen zur Begrenzung der Erderwärmung für das Ende 2012 auslaufende Kyoto-Protokoll. In Kopenhagen geht es in den&nbsp;Diskussionen vor allem um die&nbsp;Höhe und Verbindlichkeit der CO2-Reduktions-Ziele sowie um die Finanzierungszusagen von den Industrie- an die Schwellen- und Entwicklungsländer. Um den globalen Temperaturanstieg auf, wie von Wissenschaftlern gefordert, zwei Grad zu begrenzen, müssten die Industrieländer einer Reduzierung der Emissionen bis 2020 um mindestens 25 Prozent gegenüber 1990 zustimmen. Die Volksrepublik China und die USA sind für 40 Prozent der globalen CO2-Emissionen verantwortlich. Von den Industrieländern zählen außerdem Japan, Deutschland, Kanada und Großbritannien zu den größten Produzenten von Kohlendioxid. <br> <br> Die bislang von den  reichen Ländern vorgelegten Ziele ergeben Medienberichten zufolge in der Summe lediglich eine Minderung von 18 Prozent. Die Europäische Union hat angeboten, ihre Treibhausgas-Emissionen um 20 Prozent zu reduzieren. Sollten sich in Kopenhagen auch andere Länder zu verbindlichen Zielen verpflichten, will die EU ihren CO2-Ausstoß um 30 Prozent senken. Deutschland hat für diesen Fall ein nationales Klimaschutzziel von 40 Prozent weniger Kohlendioxid angekündigt. <br> <br> Große Differenzen bestehen Medienberichten zufolge derzeit bei den Hilfszahlungen an die Entwicklungsländer im Kampf gegen den Klimawandel. Die ärmeren Länder wollen verpflichtende Klima-Ziele nur akzeptieren, wenn sie langfristig rund 135 Milliarden Euro pro Jahr für die Anpassung an die globale Erwärmung bekommen. Die EU rechnet mit einem Bedarf von 100 Milliarden jährlich ab 2020. Die EU-Staats- und Regierungschefs haben sich auf eine erste finanzielle Soforthilfe an die Entwicklungsländer geeinigt. Sie wollen diese von 2010 bis 2012 mit 7,2 Milliarden Euro für Klimaschutzmaßnahmen unterstützen. <br> <br> Zur Schlussphase am 17. und 18. Dezember haben sich rund 110 Staats- und Regierungschefs angesagt. Erst nach dem dann anstehenden Verhandlungsmarathon wird sich zeigen, ob der Klimagipfel gescheitert oder zum Erfolgsprojekt geworden ist. Wenn sich die Delegierten am morgigen Abschlusstag einigen sollten, liegt zwar ein völkerrechtlicher Vertrag vor, der aber noch in das jeweilige nationale Recht umgesetzt werden muss. Welchen Herausforderungen stehen Firmen derzeit und künftig gegenüber und wie lassen sich Energiekosten nachhaltig senken? Von 2007 bis 2009 saßen sie am ersten Effizienztisch mit Ergebnissen, die sich sehen lassen können:  Die Unternehmen haben gemeinsam 61.000 MWh Energie im Jahr gespart  das entspricht jährlich 182.000 Tonnen CO2. Auf der Kostenseite werden so jährlich 1,6 Millionen Euro gespart , fasst Bernd Langer, Geschäftsführer der BEKS EnergieEffizienz GmbH, zusammen. Die Bremer Energie-Konsens hat das Projekt neben der Metropolregion gefördert und unabhängig evaluieren lassen.&nbsp; <br> <br> Für den zweiten Effizienztisch sucht die BEKS erneut 15 Unternehmen aus dem Nordwesten. Start ist im Frühjahr 2010. Die jährlichen Energiekosten der Unternehmen sollten in den vergangenen drei Jahren jeweils bei mindestens 200.000 Euro gelegen haben. Es wird zudem die Bereitschaft vorausgesetzt, identifizierte Effizienzmaßnahmen bis 2013 umzusetzen. Das in den letzten Monaten unter Federführung des Senators für Umwelt, Bau, Verkehr und Europa erstellte Programm sieht unter anderem eine Reihe von Maßnahmen in der Strom- und Wärmeversorgung, beim Verkehr und bei der Gebäudesanierung vor. Zentraler Punkt ist die effizientere Nutzung von Energie. <br> <br> Gutachter haben im Rahmen von KEP die künftige Entwicklung der bremischen CO2-Emissionen in zwei Szenarien dargestellt. Neben allgemeinen demografischen, technologischen und ökonomischen Trends wurden auch die Wirkungen der Klimaschutzpolitik auf nationaler und europäischer Ebene abgebildet.  Dieses Ergebnis zeigt deutlich, dass die Klimaschutzmaßnahmen auf nationaler und europäischer Ebene allein nicht ausreichen. Um das gesetzte CO2-Minderungsziel zu erreichen, sind darüber hinaus erhebliche zusätzliche Anstrengungen auf Landes- und kommunaler Ebene erforderlich , sagte Bremens Umweltsenator Dr. Reinhard Loske bei der Verabschiedung des Programms. <br> <br> Wichtige Eckpfeiler des Programms sind der Ausbau erneuerbarer Energien, der Kraft-Wärme-Kopplung und des Fernwärmenetzes. Das ist ein Handel, den wir nicht eingehen dürfen , betont der am Bericht beteiligte Forscher, Dr. Eberhard Fahrbach, vom Bremerhavener Alfred-Wegener-Institut für Polar- und Meeresforschung (AWI). Es sei unerlässlich, das Treibhausgas FCKW weiter zu vermindern, um das Ozonloch zu schließen und Mensch und Umwelt vor den schädlichen UV-Strahlen zu schützen. Die Antarktis wird sich laut Bericht im Laufe dieses Jahrhunderts um etwa drei Grad erwärmen, wenn sich die Ozonschicht erholt und die Menge der Treibhausgase weiter zunimmt. <br> <br>  Zwar haben wir in der Antarktis noch nicht die große Schmelze wie in der Arktis. Jedoch sind die Auswirkungen des Klimawandels deutlich stärker als bisher angenommen , sagt Fahrbach. Die geplante Themenimmobilie soll Unternehmen, Einrichtungen, Neuansiedler und Existenzgründer aus der Umwelt- und Energiewirtschaft unter einem Dach vereinen. ZEUS soll den regionalen Akteuren moderne Büroflächen, Ausstellungsräume sowie eine zentrale Infrastruktur bieten. Das Gebäude soll dabei höchsten Energiestandards entsprechen. Im nordwestdeutschen Raum gibt es derzeit kein vergleichbares Kompetenzzentrum. <br> <br> Die Projektidee ZEUS diente dem BAW Institut für regionale Wirtschaftsforschung GmbH als Aufhänger für eine Studie zum aktuellen Stand des ökologischen Bauens speziell im Gewerbe- und Bürobau deutschlandweit. Zudem wurde anhand von Experteninterviews der Bedarf klimagerechten Bauens im gewerblichen Immobilienbereich in Bremen ermittelt. Die Bremer Energie-Konsens hat die Studie zu 100% gefördert und unterstützt auch das ZEUS-Projekt. Die Ergebnisse der BAW-Studie fungieren unter anderem als Grundlage für das Umwelt- und Energiekonzept des innovativen Modellprojekts. Vor dem Hintergrund der thematischen Ausrichtung sollen die Gebäude höchsten energetischen Anforderungen bei günstigen Betriebskosten entsprechen. Einzelne Klimaphänomene könnten in zahlreichen Regionen bereits vor 2050 einen Punkt überschreiten, ab dem sie unumkehrbar seien und zusätzlich den weiteren Klimawandel verstärken werden. Dies ist ein Kernergebnis der Studie  Tipping Points des Finanzdienstleisters Allianz SE und der Umweltstiftung WWF. Zu diesen sogenannten Tipping Points zählen die Eisschmelze an den Polen, die Trockenheit in Kalifornien, die Veränderungen des Sommermonsuns in Indien und das Waldsterben am Amazonas. <br> <br> Die Studie verdeutlicht die schwerwiegenden sozialen und wirtschaftlichen Auswirkungen in besonders betroffenen Regionen. So könnte unter anderem das Abschmelzen der Polkappen bereits vor 2050 zu einem Meeresspiegelanstieg von einem halben Meter führen und damit besonders Küstenstädte gefährden. Dürre und erhöhte Temperaturen könnten bis 2100 zu einem Absterben von bis zu 70 Prozent des Amazonas Regenwaldes führen. Dadurch würden in der zweiten Hälfte des Jahrhunderts große Mengen Kohlenstoffdioxid freigesetzt werden und sich das Weltklima weiter aufheizen. Sollte sich die Temperatur um zwei Grad erhöhen, sei ein Verlust von rund 1,6 Millionen Quadratkilometer Regenwald zu erwarten. Der Strom werde aus regenerativen Energiequellen in Deutschland eingekauft und in das Bahnstromnetz eingespeist. Der TÜV Süd überprüfe nach Aussage von Bahnsprecher Andreas Fuhrmann die Herkunft des Stroms sowie die Einspeisung. Am Jahresende erhielten die Kunden eine Bescheinigung über die CO2-Einsparungen auf ihren Dienstreisen. Die Öko-Tickets kosten im Schnitt rund ein Prozent mehr als Standard-Tickets. <br> <br> Die Initiatoren der Internetseite  Der Klima-Lügendetektor , ein Projekt vom Greenpeace Magazin und wir-klimaretter.de, äußerten sich kritisch. So hänge der Nutzen für das Klima von der Herkunft des Stroms ab. Dieser stamme im Falle der Deutschen Bahn aus Wasserkraftwerken von Eon aus den 60er und 70er Jahren. Sie berufen sich dabei auf Aussagen der Deutschen Bahn und des Energieversorgers Eon. Die Bahn nutze nach Aussage der Klima-Lügendetektor-Initiatoren somit sauberen Strom, der ohnehin erzeugt werde und ändere damit nichts am deutschen Strommix. <br> <br> Bahnsprecher Andreas Fuhrmann äußerte sich auf Nachfrage der Bremer Energie-Konsens zu der Kritik. Er betätigte, dass der Strom aus bereits bestehenden Wasserkraftwerken von Eon stamme. Die Bahn wolle sich aber darüber hinaus beim Aufbau zusätzlicher Quellen zur Erzeugung regenerativer Energien engagieren, betonte Andreas Fuhrmann. Mindestens zehn Prozent des Aufschlages der Öko-Tickets seien dafür vorgesehen, den Ausbau erneuerbarer Energien aktiv zu unterstützen. Momentan sei noch nicht entschieden, in welche Neuanlagen investiert werden soll. Der Zeitpunkt sei ebenfalls noch offen. Zudem sorgt das milde Klima dafür, dass sich im Norden zusätzlich Schädlingsarten aus dem Süden ausbreiten , erzählt Eschenbruch. Es sei zudem aufwendiger geworden, Jungbäume aufzuziehen. Außerdem müssten deutlich mehr vertrocknete Äste aus den Kronen geschnitten werden.  Früher war das alle drei Jahre nötig.
