Ob Außenwand-Dämmung, Dachdämmung oder neue Heizungsanlage  bei allen Projekten stand am Anfang eine Gebäudeenergieberatung. Sie war für die Hausbesitzer der erste Schritt, um Energieverschwender aufzudecken und daraus Maßnahmen für eine energieeffiziente Modernisierung des Gebäudes abzuleiten. Rund 36.000 Euro haben sich die Eigentümer im Schnitt die Sanierung kosten lassen und sparen jetzt rund acht Tonnen CO2 pro Jahr und Gebäude ein. Insgesamt wurden von den Besitzern etwa 23 Millionen Euro investiert  Geld, das vornehmlich mit regionalen Handwerksbetrieben verbaut wurde. </span></strong><b><br> </b><br>  Die Investitionen lohnen sich nicht nur fürs Klima:&nbsp; Durch geeignete Maßnahmen können Hausbesitzer im Mittel rund 60 Prozent, in Einzelfällen sogar bis zu 90 Prozent Heizenergie einsparen. Dies sichert langfristig niedrigere Heizkosten und den Wert der Immobilie , sagte Dr. Cornelis Rasmussen, Chef der Klimaschutzagentur. Zudem verbessere sich in der Regel das <a href="#a_ritterhoff">Wohnklima und die Wohngesundheit.</a><br> <br> Mit den jetzt ermittelten Zahlen zur Gebäudeenergieberatung stehe Bremen im Bundesvergleich gut da, betont Rasmussen. Im Vergleich zum Bundesdurchschnitt und Niedersachen hätten in der Hansestadt zweieinhalbmal so viele Ein- und Zweifamilienhäuser bisher solch eine Beratung erhalten; im Vergleich zu Hamburg etwa dreimal so viele.  Dass knapp 90 Prozent aller Hausbesitzer nach der Energieberatung auch Maßnahmen umsetzen, zeigt wie wirksam das Instrument ist , freut sich der Klimaschutzagentur-Chef. Gut ein Drittel hätte die Beratung ohne die Förderung der Klimaschutzagentur nicht durchführen lassen, so das Ergebnis einer Befragung. <br> <br> Dennoch: Die Sanierungsrate sei insgesamt mit etwa ein bis 1,5 Prozent pro Jahr&nbsp; - rund 850 bis 1300 Gebäuden - noch immer deutlich zu niedrig. Wolle Bremen seine im Klima- und Energieprogramm definierten Ziele erreichen,&nbsp; müsse die Zahl der jährlich sanierten Gebäude deutlich steigen, fordert Rasmussen. <br> <br> Aufgrund der guten Ergebnisse und der unverändert hohen Notwendigkeit, Altbauten wärmetechnisch zu sanieren, wird die Initiative &quot;Bremer Modernisieren&quot; bis Ende 2012 fortgesetzt, kündigt Rasmussen an. Für den Planungszeitraum haben sich die Verantwortlichen der Initiative eine ganze Reihe von Neuerungen einfallen lassen. Unverändert bleibt jedoch die Förderung der Gebäude-Energieberatung. Bremer Modernisieren will künftig&nbsp; noch stärker als unabhängiger und zuverlässiger Erstansprechpartner für Hausbesitzer in Erscheinung treten. Eine wichtige Rolle spielt in den Planungen die Kooperation mit starken Partnern. Wenn auch nur die Hälfte dieser Firmen Kommunikationsmaterialien wie beispielsweise Broschüren und Kataloge produziert, Imagefilme realisiert oder Pressetermine veranstaltet, entstehen enorme Mengen CO2. Diese müssten bei nachhaltig organisierter Kommunikationsarbeit nicht sein. Mehrere Bremer Agenturen haben sich nun zu  Green Responsibility zusammengetan. Das deutschlandweit erste Netzwerk für nachhaltige Kommunikation tritt mit dem Ziel an, Unternehmen auf einen  grünen Weg zu bringen. <br>  Wir haben Green Responsibility ins Leben gerufen, um Informationen, Aktionen und konkrete Hilfestellungen zur CO2-Reduktion zu bieten und einen transparenten Weg hin zu nachhaltiger Kommunikation aufzuzeigen , sagt Netzwerksprecher Thorsten Preis. Dass Bedarf an diesem Ansatz besteht, zeigt eine durchgeführte Umfrage des Netzwerks unter führenden Köpfen aus Politik, Wissenschaft und Wirtschaft im Land Bremen. Die einhellige Meinung der Befragten: Nachhaltigkeit müsse ein fester Bestandteil der Wirtschaftskette sein. Es reiche nicht aus, zwar Energiesparlampen zu verwenden, aber bei Kommunikationsmitteln das Gewissen auszuschalten. Das Netzwerk empfiehlt im ersten Schritt beispielsweise Recycling-Papier anstelle des herkömmlichen zu nutzen oder E-Mails zu verschicken und auf Postaussände zu verzichten. Sollten diese nötig sein, kann auf klimaneutralen Versand  zum Beispiel  gogreen  zurückgegriffen werden. <br> <br> Alle beteiligten Agenturen haben ihre Hausaufgaben in Sachen Nachhaltigkeit bereits gemacht. Sie haben ihre CO2-Emissionen analysiert und setzen sich für aktiven Klimaschutz im täglichen Betriebsablauf ein. Hierbei sind zum Beispiel abschaltbare Steckerleisten an jedem Arbeitsplatz oder klimaneutraler Versand von Briefen und Päckchen ein Muss. Auch der Umstieg auf Ökostrom ist ein selbstverständlicher Schritt aller Mitglieder. Das entspricht dem Kohlendioxidausstoß von 212 Deutschen pro Jahr. Bislang hat die Stadt Bremen 5.500 Quecksilberdampflampen ausgetauscht und ist damit schon jetzt für das ab 2015 geltende Verbot solcher Leuchten bestens gerüstet.&nbsp; Zweck des Beleuchtungsvertrags  der bis 2025 läuft  ist es, durch moderne Technik Energie einzusparen, EU-Richtlinien einzuhalten und CO2-Emissionen deutlich zu senken. Eine neue Vereinbarung zwischen dem Amt für Straßen und Verkehr und der swb Beleuchtung beinhaltet, die Anschlussleistung bis zum Jahr 2015 durch den Einsatz neuer Technologien um weitere 200 Kilowatt zu reduzieren. Die vier regionalen Büros bündeln und vermitteln Forschungsergebnisse zum Klimawandel in den einzelnen Bundesländern  unter anderem mit interaktiven Grafiken auf der Internetseite. <br> Die Prognosen für Bremen: Heiß bis stürmisch. Vorhergesagt wird ein Anstieg der Durchschnittstemperatur bis zum Ende des Jahrhunderts um drei Grad Celsius. Die Anzahl sogenannter heißer Tage, also Tage, an denen die Temperatur mindestens einmal auf über 30 Grad steigt, wird sich auch erhöhen  bis zum Ende des Jahrhunderts um bis zu 20 Tage. Hier liegt Bremen jedoch weit unter dem Bundesdurchschnitt, welcher den Vorhersagen zufolge bei bis zu 36 Tagen liegen wird. Über dem Bundesdurchschnitt liegt Bremen bei der Windgeschwindigkeit. Diese soll um bis zu drei Prozent steigen. <br> Der Klimaatlas stellt auf Wunsch klimatische Entwicklungen, wie die Sonnenscheindauer, Schnee- und Regentage oder relative Luftfeuchte, für verschiedene Zeiträume dar. In der weltweiten Solarzellen-Produktion haben China und Taiwan Deutschland und den Rest der Welt längst abgehängt. Bereits jede zweite Solarzelle weltweit stammte im vergangenen Jahr aus China und Taiwan. Das besagt eine Studie der amerikanischen Analysten der auf Solarenergie spezialisierten Beratungsagentur Solarbuzz aus San Franzisco. Dem Bericht zufolge musste Europa Dreiviertel seines Bedarfs an Solarzellen importieren. <br> Aufgrund geringer Kosten für Solarzellen haben asiatische Anbieter einen Wettbewerbsvorteil gegenüber deutschen Unternehmen. Zudem wächst mit der zunehmenden Erfahrung auch die Qualität der Produkte. Um mithalten zu können müssten deutsche Hersteller dementsprechend ebenfalls ihre Preise senken oder mit besserer Qualität punkten. Nicht nur die asiatische Konkurrenz macht der Solarbranche Sorgen. Trotz Protesten hatte das Kabinett beschlossen, die Vergütung bei Solaranlagen auf Hausdächern zum 1. Juli um 16 Prozent zu kürzen <a href="http://www.energiekonsens.de/cms/upload/Downloads/Projekte/Newsletter_Mrz_2010.htm">(siehe März-Newsletter).</a> Der Bundesrat lehnt die von der Koalition geplanten Einschnitte bei der der Solarförderung ab und entschied mehrheitlich, sie dürfe höchstens zehn Prozent betragen. Die SPD-geführten Bundesländer sowie Baden-Württemberg, Bayern und Sachsen-Anhalt sprachen sich Medienberichten zufolge ebenfalls gegen die Absenkung um 16 Prozent aus. Nach ersten Berechnungen des Umweltbundesamtes (UBA) ist der Gesamtausstoß aller Treibhausgase in Deutschland im Jahr 2009 gegenüber dem Vorjahr um 8,4 Prozent  etwa 80 Millionen Tonnen  gesunken. Dem UBA-Präsidenten Jochen Flasbarth zufolge müsse dieser überproportionale Rückgang als Chance genutzt werden.  Wir müssen bei der wiederanspringenden Wirtschaftsentwicklung den Treibhausgasausstoß noch stärker vom Energieverbrauch entkoppeln. Der Rückgang der Energienachfrage zeigt ja, wie stark Energieeinsparung wirken könnte. Allein in den Bereichen der erneuerbaren Energien und der Energieeffizienz gibt es über 20.000 Arbeitsplätze. In der Region besteht damit ein großer Bedarf an Fachkräften aus der Energiewirtschaft. Die diesjährige Auswertung von Satellitenbildern habe ergeben, dass das Eiland im indischen Ozean aufgrund des steigenden Meerespegels versunken sei, sagte Sugata Hazra, Direktor der Abteilung für ozeanographische Studien an der Jadavapur-Universität im ostindischen Kolkata. Der Streit um die Insel war zwischen Indien und Bangladesch in den 70er Jahren entbrannt. Jahre der Verhandlungen hätten laut Hazra zu keinem Ergebnis geführt. Nun habe der Klimawandel das Problem gelöst.
